Strategix has established a track record of successfully supporting the human resources and human capital management requirements at the Food and Drug Administration (FDA). Strategix supported the FDA to launch their newly developed Scientific Talent Recruitment Staff (STRS) Hiring Pilot. We specifically provided critical advisory, strategy, program operations, communications, data analysis, executive reporting, staff augmentation and management support to the STRS Hiring Pilot initiative which focuses on transforming hiring at the agency for senior level, mission critical scientific management positions. Our team directly supported the Hiring Pilot’s Senior Leadership, Human Resources (HR) Specialist recruitment teams, classification staff, policy staff and technology teams to transform hiring at FDA by testing, iterating and delivering on best practices and innovative approaches to hiring the very best talent to Advance American Families by enhancing the agency’s ability to provide drug and biologics evaluation and research.

Human Resources Expertise
Our staff collaborated directly with hiring managers to recruit key positions and strategically partnered with senior leadership to provide program management and human resources technical support to enhance hiring at FDA. Strategix advised on organization structure and operational enhancements needed to build cohesive, collaborative relationships between Hiring Managers and HR staff. We worked to re-align the candidate pipeline; reduce hiring time; increase hiring manager satisfaction with candidates, candidate satisfaction with the recruitment process, and retention; and set the new “gold standard” for federal hiring practices to be rolled out across the agency.

Program Management and Technology
The Strategix team provided strategic program management for the STRS Hiring Pilot by partnering with key senior stakeholders to develop HR management approaches and organizational alignment to ensure key goals were delivered and accomplished. Through our close collaboration with leadership and recruitment teams, we developed recruitment and classification workflows that aligned with technology platforms for accurate data capture and metrics analysis. After the alignment of HR processes and technology, our team worked to support the rollout of a new agency wide Human Resources Information System (HRIS) to accurately track and manage critical HR data and metrics.

Communications Strategy
The success of new initiatives firmly depends on communication. Our communications experts conducted stakeholder engagement assessments to involve all parties who may be affected by the actions of the STRS Hiring Pilot. Our team worked together with all stakeholders by providing a structured approach to sharing information to and seeking feedback from stakeholder groups. Our comprehensive communications strategy included developing team meeting structures for effective status reporting and workflow management; developing senior leadership communications including All Hands meeting development, executive speech writing, script writing and email script development for critical organization-wide messaging; structuring programmatic risks and issues to ensure leadership is aware of critical risks and understand actions needed to mitigate and remediate; providing data management advisory to ensure classification and hiring teams capture the appropriate data for meaningful, reliable and consistent reporting.
